CISAS wont deal with possible fraud case so who can help?

Vodafone are chasing me for a mobile contract that I never opened and for a phone I never had - I have tried contacting CISAS but they say they don't deal with possible fraud cases - so who can help me?
Vodafone wont prove that it was me that started the contract - I have no information about the phone/the account details etc - 
I have extreme mental health issues and this is causing untold stress and anxiety 
I have tried talking to Vodafone - they just say they don't have to prove anything - and that I should just pay
Please can someone advise as to how I can get this matter resolved
