Is she a health visitor with a windscreen badge or permit? Most OPS contracts state that PCNs will not be issued to emergency workers, doctors, midwives or health visitors.

This is Sussex Community NHS Foundation Trust - as they are a public body you can do a Freedom of Information Request to ask for a copy of the parking contract. They will say it is commercially sensitive so in your request you state that you understand that commercially sensitive information may be redacted. There will be a link to FOIA requests on their web site. You do not have to say why you want the information. OPS won't supply it on request - so don't try them - BUT they will have no choice next month, when the appellant requests it as part of her POPLA appeal.
