Can I switch provider while there is an outstanding complaint?

I have a question but if I start to tell the story I will ramble, so the main points are below:
My question is - Can I initiate a switch away from BT whilst this "complaint" is still outstanding?
- Currently with BT for broadband which is out of contract
- Phoned them end of Feb to try and negotiate a better deal
- Got a deal but price would have increased on the 1st March, so advised by BT to call back after this date
- Did as advised and deal no longer available, but could offer me similar at just £1/month more so agreed
- Waited for order to appear on line or for confirmation e-mail - nothing
- Phoned up to chase up, operator can't find any details on the system. Call dropped.
- Several phone calls / long waits / dropped calls later, still no further forward
- Tuesday spoke to someone, agreed a new order, went online to check it and it was completely wrong, not what was discussed at all so asked them to cancel that order
- So all these weeks later and no further on but BT have e-mailed today regarding my "complaint" and said that they are looking at it and will contact me in due course. I never made a complaint, I was just trying to get a better deal.
My question is - Can I initiate a switch away from BT whilst this "complaint" is still outstanding?
