Hi, I've received the directions questionnaire.
Do I choose a paper hearing as it will be difficult for me to have a f2f? I know it's not advised
but I can't see a section to request a telephone hearing.

Wherever you can squeeze it in, really, AND in the covering email - and definitely explain why access to a f2f hearing would be almost impossible for you.
