Absolutely appalling, she's now leaving negatives "Apologies - item delayed due to unforeseen personal problems." Worst ebayer I've ever seen.
3 weeks today, I'll wait for another week and then open dispute I suppose. Although I went to the item page now and I dont see "report item as not received" link under additional options, where do you go to start a dispute may i ask(been lucky and never done it before)?0 -

I think I'm a bit cautious about the dispute thing, a friend of mine told me once she opened a dispute after 15 days of purchasing something and the muppet seller negged her for being impatient! I surely wouldn't want to risk a neg. Second thing is, I suppose I open the dispute to get the refund, but I still want the item(hope it will arrive eventually)! And finally, ebay doesn't give me the option to "report item not received", I looked at previously purchased items(more than a month ago) and there's a link under additional options "To report that this item hasn't been received, you can blah blah" I don't see this link regarding this item! Am I looking in a wrong place?0

Open a dispute via paypal, start by logging in and then looking for a tab at the top that says resolution centre (or something like that).
If a seller is going to get irritated by a dispute then it doesn't matter whether you do it now or later.
