    There's little demand for Euro banking services in the UK. Transactions will be overwhemingly conducted electonically.

    I am suprised that this is so difficult. 
    Particularly in the eurozone, cheques and cheque-like instruments are on the way out and no-one wants or really needs to deal with international cheques. Where did the draft come from? A company? Could you go back to the company and ask for an electronic payment instead? 

    Could you try to open an account in the Republic of Ireland? It might not even need to be a bank account, a stockbroker's might work e.g., IIRC Davy offers accounts to residents of the UK.

    How much is the draft for, and is this just a one-off payment or will you be receiving them regularly?

    Unfortunatly, you've used an old fashioned payment method and as you've discovered most banks no longer support it. Your request is then complicated by your additional requirement to retain the funds in Euro. If this is a regular payment, it would be best to do this electronically. If the payer can't make an international payment, then perhaps look at something like a Wise account where you can receive the funds in Euro.

    This says Santander do still accept international drafts. However as far as I know they don't offer Euro accounts to personal customers in the UK, so it doesn't meet your requirement to retain the funds in Euro.
