Generally speaking are Tesla SuperChargers free to use for all Tesla drivers or paid service?

Late to the party but I hired Tesla exclusively from Europcar back in 2023. Then 2024 came and they seem to have stopped supplying Tesla apart from the bigger cities like Manchester. I couldn't get it in Leeds which was a shame as they were fairly priced.

The free charging was only for 150 miles if booked online but if they were booked in person, the free charging was for unlimited miles.
