Are you talking generally or specifically about Zopa ? Nothing about this aspect has changed recently as far as I'm aware - it's up to each provider whether they allow partial transfers out. That's possibly out of date info, as can now do partial transfers, where previously (ie before this week) any isa transfers had to be the full value of isa within that banks isa umbrella
I've had a quick look at the current Zopa Smart ISA FAQs and this doesn't appear to have changed recently. As you only get one ISA reference number which covers all your access and fixed ISA pots, arranging the transfer-out of one particular pot isn't possible - Zopa would have to change this in order for partial transfers out to be possible.1
