    They will be audited against the Code, and a clause like that is also great for appeals to the SAS because we can challenge the PPC to evidence that the date shown is 'the date that any third party Mail Consolidator actually put it in the postal system' rather than the date the PPC passed it to that third party.

    PPCs are not obligated to provide proof of posting and it's the motorist's responsibility to prove they didn't receive letters PPCs claim to have sent.

    That's insane, basically asking the Defendant to disprove a negative!
