Flight Delayed by 4.5 hours - Ryanair website claims not eligible for compensation

As the title says our flight to Vienna was delayed 4.5hours, yet the Ryanair website claims we are not eligible for compensation. Is this a standard Ryanair ploy or can there be a reason?

If their online claim form isn't playing ball then it seems you'll have to use other ways of contacting them:
