Transfer old ISA and start with new provider

Can I transfer an ISA which matures on 15 April 2024 and then start a new ISA with a new provider? Do I have to wait until I have transferred the old ISA or can I start with a different new provider on April 6th? In other words does transferring my old  ISA means I have used up my 2024 allowance ?

You can transfer previous years ISAs with few restriction

Your old and new year's ISAs are not linked

Previous years ISA allowances have no effect on the current year's allowance

So "does transferring my old  ISA means I have used up my 2024 allowance ?" is a 'no' then (assuming she actually means 2024/25)!
