A question on 16 year olds, Junior ISAs and Adult Cash ISAs

Hi there, I'm trying to find a definitive answer to the following question as the web has given unclear answers:
Can a 16 year old pay £9000 into a Junior cash ISA and £20,000 into a Cash ISA in the same tax year? In effect giving them £29,000 of tax free savings.
Thanks for your help, Banana92
