Its not a Penalty, it would have been a Parking Charge Notice, an invoice
It tells you that its a Parking Charge Notice where the reference is, top right
The above is a new case, nothing to do with the previous CCJ case
As its a debt collector letter, ignore it
Come back to this forum and start a new thread about the latest case, when you receive a Letter of Claim followed by a court claim, within the next 6 years
At the moment you should be trying plan A in the newbies sticky thread in announcements near the top of the forum2 -
If the previous claim was sent to the wrong address, you could have asked for a set aside instead of paying it.
Why did you ignore the original letters this time? The advice to ignore a PCN has not been given on this forum since the law changed in 2012.
I suggest you start a new thread as this is for a completely different case. Debt collectors are powerless and can safely be ignored, but you will get a LoC/LBC followed by a court claim as happened previously.
Plan A is still a complaint to the landowner and your MP.
In your new thread, please give us more information such as location, dates, reason for PCN being issued, whether you complained and appealed etcetera.
