Horizon Parking rejected appeal

Hi.
I submitted an appeal using the standard template to Horizon after they sent a PCN for overstaying at Tesco car park.
It seemed like it is a POFA compliant notice.
I attached the PCN and their response.
Please advise.

I did contact Tesco via Twitter and they were very unhelpful. They said that they don't own the land and told me to appeal.0

Whatever you do, do not identify the driver. They have no idea who was driving. Whilst they claim to be able to hold the keeper liable, they have not complied strictly with the requirements of PoFA unless they have gone into much more detail on the back (which you haven't shown us).2

No, it's not a retail park. It's a Tesco Extra supermarket with it's own car park. It also has a petrol station close by.I initially appealed using the "one size fits all" in the newbies thread which they rejected the next day.I guess the next step is the Poplar appeal. Would they be rejecting that as well? And what happens if they do?0

PoPLA, not Poplar. Use all the points available to you from the third post if the NEWBIES, then post you draft here before you submit it. You have 32 - 33 days to submit a PoPLA appeal from the initial appeal rejection date.
Your first point should be non PoFA compliant NTK, assuming the back does not contain the mandatory PoFA wording since you only showed us the front.
