Brighton Station Taxi Rank - APCOA - Penalty Notice

Hi,
First of all I wanted to thank @Coupon-mad @troublemaker22 in particular and everyone else for contributing advice for responding to penalties received in this location.

I have appealed to APCOA and have today received their rejection letter, which does not address the primary complaints of..

1) Inadequate signs (warning signs too small to read in a moving vehicle. Specifically, x-height = 20mm. BPA Code requires reference to DfT Traffic Signs Manual for minimum standards = 60mm); and
2) Vehicle not stopping / did not park; and
3) Absence of road markings

Before taking the next step, I wanted to confirm that the general advice remains the same, that is to do nothing and wait for the APCOA response period to time out? I could appeal to POPLA on the same grounds and perhaps add @AAKK 's point about missing ANPR camera planning consent, but if that's not necessary, I'd rather not waste any more time than I have to on this.

I've attached the original notice in case APCOA have changed it in any way compared to previous penalties posted on this forum.

    They are idiots ignore them APCOA mix a load of words up into a word sandwich that even they don't understand and make a complete mess of it.
    They won't take it any further because they can't.

    You can safely ignore this entirely.

    If picking up or dropping off at Brighton station, use the double yellows on the public highway as you come up Stroudley Road or go straight across the first mini roundabout here and use the double yellows beyond:



    Don't turn left into Billinton Way (below) and certainly not left again!


    Double yellow lines on-street are there to permit picking up and dropping off passengers.

    It's one of the exemptions for yellow lines.

    Alternatively drive into the little car park but that's time-limited for drop-offs (with yet more ANPR cameras) and there really is no need.

    Use the street yellows, as BHCC intends.

    If they are able to claim for costs why would they not pursue this?

    OK. So I found @troublemaker22 's response in another thread.. any funds from a claim under the byelaw go to the public purse and not APCOA hence there is no incentive for them to pursue. That's hilarious

    Even if you paid APCOA, there's no way they'd be handing that over to the Exchequer. This is just a PCN dressed up as a byelaws penalty. 

    If you're up for a bit of mischief with them, write to say that you understand that byelaws penalty payments are routed to the Exchequer. Ask that should you pay APCOA, would they confirm that your payment will be lodged with the Exchequer. Love to read their reply.

    Or make it out to HMCTS and ask them to forward it on.
