Do you live in a flat, is the address format exactly the same?
Given they are wanting proof of ID, something in the background is not matching up.
I would try who you bank with.

I don't bank with anyone who would offer a credit building card as I have little history of credit on my report.0 -
Your bank has more history on you than anyone else. So it is not a case of needing a credit building card.

2 searches together aren't the end of the world particularly if one was approved, albeit it's stuck
I would check carefully though all 3 main CRAs (Credit Karma and Clear Score), MSE Credit Club too if they've not switched from Experian yet else get your normal (free) report from Experian - or use their free trial and cancel it after. Make sure your address is right, name is spelled correctly, no other details that don't match etcSam Vimes' Boots Theory of Socioeconomic Unfairness:

I have applied for another card from elsewhere. If I get rejected, not a big deal. I'll just wait 6+ months before trying again. If it appears they also can't verify me, then I'll assume there is an issue somewhere I haven't spotted.1
