Thanks for all the help so far.
As suggested helpfully above, I sent a complaint to APCOA, but was told that as I did not challenge their rejections and appeal to POPLA within 14 days, I am now too late to make a further complaint. (My challenge was rejected 4 months ago). Any further thoughts please?
