Switching ISA from NS&I

I am an 18y/o looking to move from my NS&I cash ISA to a fixed term ISA for 2 years. I looked at switching to OakNorth however they said they are unable to transfer with NS&I. What would be the best place to look at transferring to from NS&I for a 2 year fixed ISA and when would be the best time to switch? PS. I don't really know how the tax year ending affects these kind of accounts, sorry if I seem a bit clueless:)

Oaknorth has a stated policy of only accepting transfers from providers who can do so electronically, but NS&I are old school, so you'd need to transfer to another ISA provider instead, either temporarily (and then on to Oaknorth) or for the fixed term, unless you're not making full use of your annual ISA allowances (and could therefore withdraw and pay into Oaknorth as new money)?
The timing doesn't matter if you're transferring directly from ISA to ISA.0 -
I transferred from NS&I to Shawbrook about 18 months ago if that helps. It does take a bit longer as they do it by cheque but there were no problems doing it0
