Re Parking Charge Reference:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

My next question is I am trying to raise this with the management firm of the residential area to cancel these fines. This is my draft..is this a good draft?

As it was at night, any public road in Harrow would likely have had places to park free, either on a single yellow line, or in bays where restrictions ended at 7 or 8pm
How come the driver continued onto private land and (it seems) double parked?
Were the signs not visible?

I didn't expect the warden to be around at this time of night. all free places around was taken, outside on the main road. As I mentioned they popped in and out, it was issued within seconds.

We don't advise using ChatGPT to write letters. What you propose to send above appears to be a ChatGPT generated letter which has been modified slightly, but not enough to remove the evidence.
Before you send that off, what does your lease say about parking for you or your visitors? What it doesn't say about parking is equally important. Also, if your lease does not mention third parties imposing something new rules or requirements, was the amendment to the lease made in accordance with the regulation in the Landlord and Tenant Act 1987 section 37 5(a) or 5(b)?

If a real ballot was held to amend the lease, at least 75% of the leaseholders would have to agree AND no more than 10% oppose it. That's not the leaseholders who were at the ballot. It is ALL the leaseholders.
That is two conditions that must be satisfied. You can request to see the result of the ballot.1 -
