I have Norton installed on a recently purchased desk top PC, do I need this program, it's about £36-00 a year renewal, is it essential or will Windows Defender do the job just as well?

I would use the norton uninstall tool for this.
Download and run the Norton Remove and Reinstall tool for Windows

I would remove (using the Norton tool), it's not so hard to remove as MacAfee IMO.
