It could be something as simple as the CH controller needing to have the hot water setting switched on. Then switch off the immersion heater(s) permanently.0

With regards to your energy usage it sounds like you didn't get on top of it from this post of yours from 2021. There was talk there of the immersion heater even if a different property.
People can help you if you listen and do what they say here otherwise see you in another 3 years?

Even so, unless you use a ridiculous amount of hot water, your electric usage still seems very high. You'd expect an average of about 2500-3000kWh a year and about another 2-3000kWh to heat water electrically.
You can download your electric usage in CSV file from octopus, try that, you'll be able to see exactly what times you are using electricity in half hourly increments.0 -

The boiler we have is a Vaillant Home Regular 15. It means nothing to me to be honest. I did try googling a user guide once and it seemed to read that it was for heating only but I may be way wrong!0

The display does show both radiator and water however I still dont think the water is controlled from here. Here is a picture.....
