Should deals available to new customers also be available to existing customers, what are my rights?

No, there are exceptionally few cases where the law or regulators require new and existing customers to be treated the same. Even in insurance its only Motor and Home where the rule exist and doesn't apply to all the other classes of insurance. 

If you cannot get a decent deal from your current provider then vote with your wallet.

Offering special deals to new customers encourages people to switch.  People who make the effort to switch, or to negotiate with their existing provider, are rewarded by getting the best deals.

If deals available to new customers were made available to existing customers, then customers would get lazy and never switch.  If customers don't switch then providers could allow their quality of service to gradually decline.

What are your rights?  If you're not happy with your current provider then, at the end of your contract, you have the right to switch to a new provider.  If you want a provider that charges a consistently high price to new and existing customers then I think Zen Internet offer this.
