Premier Car Park, Debt Recovery Plus, Cannot find land owner of car park

Hello, really hoping I can get some help! I've read the sticky thread but it's all very confusing to me.
My mother-in-law received a text message from DRP saying they have tried to contact her by letter (all letters have been sent to her old address which she is unable to retrieve as cannot get access to the building - block of flats)
DRP are being very unpleasant, saying that it is too late to appeal, however, they can reduce the debt from £700 to £500. She is in no position to pay this debt.
The original 4 parking tickets were issued by Premier Car Park - these tickets were issued as she was 1 hour over her stay. The cost of the ticket was £2 for 12 hours parking, however, they changed the tariff and she had no realised.
She has been completely unaware of the fines and debt collection up until yesterday when she received the text.
I am aware that we need to send a letter to the land owner of the park, however, I for the life of me cannot find out who it is.
Also, can I still make an appeal to Premier Car Park?
Any help is greatly appreciated.

People regularly report that they (or their Mothers-in-law) do not receive the original PCN and this is because they have failed to update their V5C with the DVLA. This needs to be done immediately as other parking charges (or worse, real motoring offences) could be wingin her way. She must also send a Data Rectification Notice to the DPO of the PPC informing them of her new address for service and requiring them to ERASE her old data and inform all and any of their agents and sub-contractors. The DPO can usually be found in the privacy page of the PPC web site. There are several PPC with Premier Park in their names, you need to tell us the exact name but here is some help for possible DPOs: -Premier Parking Solutionsdpo@pps.uk.cominfo@premierparkinglogistics.comPremier Parking LogisticsPremier Park Ltddpo@premierpark.co.uk1. Google searches2. If a retail park, check on any signage which lists the on-site outlets3. Ask retailers on the site if there is a managing agent4. Ask retailers on the site to whom do they pay rent5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information7. Contact The Land Registry and for around £3 they should be able to provide definitive detail8. If you haven't already done so, give us the name of the car park/site/location, we may have seen other cases there.Posted by @UmkomaasTo help with finding the landowner, one of our regulars posts the above suggestions from time to time. Finally, what did the NEWBIE sticky say about debt collectors? Come back to to this thread when/if she receives a Letter Before/of Claim or a N1 Claim Form. The letters were sent to her previous address as she had only updated her new address V5C with the DVLA 2 months ago.
Going forward, I am going to (on her behalf) -
1) Email land owner (as I now have the information), however, I am unsure as to what email template to use for this?
2) Email an appeal to Premier Parking along with DRN details
Please correct me if I am wrong with the above!

1 - no email complaints template. Tell it from the heart.2 - if the case is at debt collector stage, there is no appeal route now available. However it is essential to issue the DRN to the parking firm. But you are using a name which of itself does not relate to any parking firm. Please see @Le_Kirk's list and tell us exactly which one is involved.All the actions taken must be in your MIL's name, not yours 'on behalf of'. It will become messy otherwise.Then, wait and see if the parking firm (or more likely their solicitors) issue a court claim. Come back on this thread if that happens.Do not pay to make it go away!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Update - my mother in law has not been able to retrieve any correspondence from Premier Park LTD or DRP as the new tenant doesn't have any idea what has happened to her mail.
I have written a letter of complaint to the land owner.
Can I request a SAR from either Premier Park LTD or DRP? (or both)0 -
You can submit a SAR but we do not recommend it these days until after you have received a court claim (N1) so that you do not inadvertently put yourself (well MIL) in possession of all the facts such that you cannot later use CEL v Chan (see NEWBIE for explanation) Did you send the DRN to the DPO? If not do this now and require them to reissue all and any letters that they may have sent to the incorrect address.2

Never EVER leave a PPC or their DRA ambulance-chasing dogs with a choice of more than one address in their databases.
And it may not seem important to you, but it is: please stop calling them by the wrong name on this thread (see the error repeated again in bold above). It will confuse posters later on and attention to detail is vital when facing a PPC if they ever try a small claim.
Which you still don't pay, obviously. See the 2nd post of the Newbies FAQS thread.
In fact, Googling the wrong company's data privacy page for the DRN could even see you emailing the wrong firm entirely. Be careful. Double check what you do.
