Someone posted this week an example of a complaint to NCP (I think?) in a similar situation which worked on another forum.  I can't find it now but maybe someone recalls it.
Do you mean a complaint along these lines?

The only correspondence I have received about a Parking Charge Notice (PCN) was today, 1st March 2024 and was from Debt Recovery Plus. I would like to know why this is the first I have heard about a PCN issued by Smart parking. My V5C logbook information is up to date and correct and there is no reason why a Notice to Keeper (NtK) and any initial reminder sent would not be received.

Whilst researching information about your company, I have become aware that it appears to a "habit" where the first communication anyone receives about an alleged breach of contract on land that you supposedly "manage" is from a debt collector. I will be collating evidence of this "habit" which is in breach of your Approved Operator Scheme (AOS) rules.

Before I submit a Subject Access Request to receive a copy of the original NtK, I would suggest that you refer to the British Parking Association (BPA) Code of Practice (CoP) paragraph 23.8 and reissue the original NtK and start the clock running again at which point I will submit an appeal and if rejected, you will be required to provide me with a POPLA code where we both know an appeal by the keeper will likely be upheld.

I advise you to consider this correspondence as an official complaint, not an appeal and, as such, requires a response within the required timescale that can be escalated to the BPA if necessary.

    Thanks!

Yes that's the one - and I thought it was by you, just could not find it.  That is what the OP should send to Smart's 'complaints' email.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Update.
I contacted the manager of the complex that contract out the parking to these crooks. They contacted them on my behalf and It seems hundreds of motorists in January were sent the £170 charge unlawfully.
    They have cancelled my charge.
But something needs to be done about this outfit. They seem to employ the 'scattergun' effect. Send out hundreds of charges and some will just pay. Utterly scandalous.
Thanks everyone for your help. Rose.❤️

No the manager of the complex contacted them on behalf of around 50 people who had these charges.
    They have been quashed
