    If the council asked you to make a retrospective application that would suggest the work wasn't (for some reason) permitted development.

    What were the exact grounds for refusal? Not liking the change in appearance would suggest listing or conservation area.  But if you've added 100mm+render to the external dimensions of the house (particularly at the front) then this might be a 'technicality' issue which they may have made a mistake over.

    If it is an ex-council property, have you got a covenant saying you can't make certain alterations without the council's prior consent?  That isn't the same as planning permission.  Has someone at the council crossed some wires with you?

    Are you sure?  It would be incredibly unusual for an ex-council property to not have a set of restrictive covenants preventing things such as structural alterations without prior approval.

    I meant the exact grounds - the refusal notice should explain in some detail why changing the appearance of the house is an issue (and also why consent was needed in the first place).

    This makes no difference.  Being grant funded doesn't bypass the need for planning consent.
