How can Napier get away with this?

I paid and received an email receipt for parking from 11.48am to 3pm. I've received a parking ticket from the times 11.46am (the time I arrived) to 2.48pm (the time I left) for 'Failure to make required payment'. I sent the email receipt to Napier but they insist I have to appeal. Can anyone even tell me what I've done…

Ask yourself this:
If the system records numberplates of vehicles entering/exiting then why did the system accept payment against a numberplate/vehicle that was not on site ?
A well designed system should take into account the human error factor and alert the user if the data presented is not correct
