Young driver insurance - siblings/twins same car

I have spent days trying to get insurance for my twins.
i have a 1.0 polo 2019 model.
I am the main Driver but their social lives inc sport in the evenings and weekends would probably put their mileage up meaning I wouldn’t be classed as the main driver.

However, i can’t get a policy for them each on the same car, I don’t know who will do the most mileage, both want to earn no claims. if they go as named drivers on my policy would that be fraudulent? and also telematics won’t work individually. I’m at end of tether, surely the insurance companies need to be looking into this, the insurance is almost half the car cost.
Any ideas gratefully received.

You can get a policy for each of them but that would be expensive.
If you think one of the twins but not sure which will be the main driver then select one on a best guess basis; as long as you aren't the main driver and one twin doesn't have a much worse record than the other then the insurer won't be concerned about fronting. If who's the main driver changes over the year and clearly it's the other one then amend the policy.
The Policyholder typically gains the NCD so the main "trick" to multiple people sharing a car is to change who the policyholder is each year. NCD stays valid for 2 years off a policy so you could cycle between the three of you but it will be slow going for them to build up their but it won't cost you yours. Just make sure main driver is correct each year.0 -
