Who put the new radiator in?
Was it working while they were there?
Did they balance the system after installation?
First plumber fitted the new radiator. The old one worked before but was always last to heat up
and was not as hot as others in house. It’s never worked since they fitted it and he was there and told us.

No balancing of system took place, he went around and looked at the other radiators but to my knowledge didn’t bleed any of the others or balance.

We’ve tried turning off trvs to all
others but the radiator still doesn’t heat up.

Couple more things to try, First make sure pump is set to max! Second, close the return valve on affected Rad and then unscrew the feed valve to trigger a flow from the pipe. You might be able to stop the rad gushing out with a thumb - 2 man job, if not a bucket and a few towels. Then refit, close that valve and repeat on the other side. If you get water flow both sides then its clear. If not at least you know which side the blockage is. If you know - or can guess - the Rad before this on the pipe run you could try and draw the blockage back by doing the same thing. Did anyone suggest a powerflush?

Have you tried bleeding the cold radiator.
Using the bleed screw at the top of radiator.
Open the screw slowly you will probably hear a hissing sound then water escaping from screw, then
close screw and now run CH.
I am surprised the plumbers you spoke to havent suggested this?
Just tried that and now rad and pipes into it have gone stone cold again. Loads of air came out too and have re pressurised boiler.

Or install new pipework to the radiator from upstairs, to save digging up the floor
