text only mobiles

my son has mental health problems and has been making 99 emergancy calls so police say he can no longer have a mobile hone.He needs to keep in contact with family and is getting distressed so i wonder if there is any device where he can just text, no chance of rining 999

    I don't believe that's possible. You don't even need an active SIM card to dial 999 from a mobile.

    A tablet with WhatsApp, Facebook Messenger or even the dreaded Twitter perhaps?

    It might be possible to get a WiFi only tablet and then setup WhatsApp for Web on it, verified by a mobile sim but then discard the sim?
    I don't believe whatsapp can make 999 calls, and a wifi only tablet shouldn't be classed as a mobile phone if there is an injunction against him having a phone and making nuisance emergency calls.

    on an Android smartphone go to apps and then choose the phone app and choose permissions and then dlisable the permission to make phone calls
