Have you checked PlusNet? Their Broadband Plus package is £14.99 and currently includes free activation and USB modem.

I think there is a cancellation fee though - something to be aware of!0 -
As Toucan has only started broadband there won't be much experience of them yettravelover0

Just to note Toucan also have a cancellation fee.
Most of the providers have a cancellation fee if you accept the free modem and the activation, however for most people accepting one of these deals provides the best value.
For instance Force9/PlusNet costs £14.99 a month, so for a year £179.88. However activation costs about £58.75 (taking Adsl4Less as an example, but the costs are set by BT and are pretty standard, but some have a higher charge for shorter contracts). So if you have to pay that to beat the Force9/Plusnet costs £179.88 - £58.75 = 121.13 or less than £10.10 a month inc VAT, and that ignores the free modem.
That is for an unlimited 2mb service, however it is a contended service, please see

So really Force9 is very good deals, at the end of the year you are free to transfer to a cheaper provider.0 -

Correct myself before anyone else does. This used to be the case but now there is still a cancellation fee after a year, and so I would recommend avoiding them.
https://www.madasafish.co.uk do a 2mb 2Gb inclusive for £17.99 with free modem and connection and 2 months free. 2gb for many people is enough, but for some people is not.
https://www.e7even.com, offer some great deals for 1 or 2 years, so long as you are prepared to pay up front and they do not go bankrupt. Great price but real risk.0 -

Avoid is a bit extreme. It is a good deal and as long as you are aware of the T&Cs and how the scheme works you should have no problem.
The 'cancellation charge' applies only if you take the free connection and modem deal and is on a reducing basis. If you cancel in the first year, you repay the full connection charge (£58.75) and the modem (£25). This reduces each year over 5 years. Sounds bad but consider...
You could pay the connection charge and get your own modem. When you cancel, you get nothing back. The charges are are a one off fee which you have to fund up front. If you cancel after 1 year or 10 years, you have still paid these charges.
With the Plusnet deal, they pay the connection charge and modem and you effectively owe them the money for this. Consider it an interest free loan from Plusnet to pay for the connection and modem. Instead of you paying the loan back, each year they write off part of loan (over 5 years). If you leave, you pay back the part of loan that is still outstanding. Has to be a better deal than paying everything up front yourself.0 -
i was checking plusnet and force9 website and they seem to be one company(checking their copyright at the bottom of home page)and each and every word except for the word force9.0

We have been with Tesco for about a year now.. brilliant because it is uncapped but we do have problems sometimes with the speed and contacting Tesco is a nightmare. Having said that for an uncapped service that we absolutely make the most of - we are happy with it (good price too)I have had brain surgery - sorry if I am a little confused sometimes
