I am trying to look at whether this applies to a purchase of a ford focus I made in 2009
i have no paperwork but on checking Experian report feel the finance was with Mitsubishi HC Capital UK 
they are not on the drop down of companies recognised
anyone else in similar position?

Why don't you wait until the FCA report comes out and gives clear instructions on what will need to be done (if anything).  By then, if the FCA do agree that there is a wrongdoing, they may force companies that did it to be proactive as most brands did not and its unfair on them to deal with the costs of admin, which will be passed to consumers.
