Agreed, looks like a cable TV cable. The other end of it is visible in the background of the second photo, going into a brown box then coming out along the front of your house.

It's definitely a Virgin cable. Their installers are complete cowboys and make a total bodge of things, that quite good compared to the ones I've seen around here. I doubt they'd be interested in tidying it up.3

Had our lane re-surfaced last year. Asked Virgin if they wanted to do anything about several lengths of their (unducted) cable exposed at the edge of the road before the big machine planed four inches of old tarmac away.
