Is that a parking ticket or not.  It says both.
You never know how far you can go until you go too far.

PCNs do not attract VAT.  They should, but they don't. Not yet anyway.

Admin fees and debt recovery fees or commissions for collecting monies DO fall within VAT scope.  So ask them what they mean by this:

"The fee does not include VAT."

Point out that DRA and/or 'Admin fees' DO fall within the scope of VAT and before you report them to HMRC you want to check whether their client is paying VAT on this fee, or are they suggesting it is exempt?
I didn't realise that, apologies.  I thought they did include VAT.

I will contact them again asking about the VAT question though, it will be interesting to see if this company swerve it as much as the other similar thread.

With them being 'the same company' will this be different or would the litigation department charge the other PCN side of a the company the £70 charge?  They don't make it exactly transparent.

    Thanks again.

Complain also about that lie in the bottom line: 'Members of the ICO' = impossible.

And that letter isn't PAP compliant so point that out too.

Their registration with the ICO is for an address in Heywood not either of the addresses shown.  483 Green Lanes is currently the registered office for 1704 active companies.

Looks like they might just be trying their luck in a different venture and don't have a clue.

Seems they started roughly 2021 looking at the company name change.

The SIC '41100 Development of Building projects' looks to be the main part of their company portfolio and not this specific company's business as Hallmark Development are the biggest shareholders.

The same officers (below) own all the companies but poor Chris seems to be giving up on this one this year as he resigned:

And here is the team with Christopher looking very pleased with himself:
    https://hallmarkltd.co.uk/about/

They even link to the parking areas they control, one of them being the one from this very PCN:
    https://hallmarkltd.co.uk/developments/parking/

One further point, as made in the above post, they are on the registry of the ICO after a search:

Is there a reason CM you mentioned ''Members of the ICO' = impossible'?

I might put a nice little letter together that the keeper can send for a bit of fun just pointing out some of their flaws.  Will obvioulsy post it here for critique first.

I might point out there signage is a bit wrong also.  I mentioned it earlier in the thread just as a joke but this is the bottom of the sign ion the car park in question:

I know 'contact@carparksecurities.com' works but just thought I would attempt to send to this strange 'www.contact@carparksecurites.com' address to see if they bothered to set up the alias as it's on their signs.  Lo and behold they haven't
    :D

This is the bounce back from the contact info on their signage.  Also seems they are pinching the mail server the main 'Hallmark Ltd' company uses.  Why bother paying for more than one eh?

    Thanks again all.
