  • No, QDR did not give me 30 days to reply. They gave me 14 days. I cannot add the original notice from SABA because I never received it, which is one of the reasons I think the fine is unfair. The letter from QDR (with personally identifiable information redacted) states:

    "Dear [name]

    QDR Reference: [reference number]
    Penalty Notice (PN) Number: [PN number]
    Vehicle Registration Mark: [vehicle registration mark]
    Location: WATFORD JUNCTION MAIN
    Issue Date: 20/10/2023 00:00
    Parking Event: FAILING TO OBTAIN A VALID TICKET OR VOUCHER
    Car Park Operator: SABA PARK SERVICES UK LIMITED
    Outstanding Balance: £170.00

    We are instructed by ZZPS Limited on behalf of SABA PARK SERVICES UK LIMITED.

    We previously wrote to you in connection with the recovery of the Debt, which has been incurred following the failure to repay the Penalty Notice.

    Payment is now long overdue. Failure to make payment in full or contact us to discuss repayment of this debt may result in us recommending to the Car Park Operator that the matter be enforce through criminal court proceedings. Such proceedings would require your attendance before the Magistrates Court.

    Please contact us on 01926 758736 within 14 days to discuss repayment and avoid the need for any further action. Our offices are open between the hours of 9:00am and 6:00pm Monday to Thursday and 9:00am and 5:30pm on a Friday.

    Please note that free independent advice and assistance can be obtained from the organisations on the reverse of this letter. We look forward to hearing from you.

    But you obviously haven't digested the fact that this bit in that letter: "We are instructed by ZZPS Limited..." shows you that it is the useless, powerless debt collector that has instructed QDR. ZZPS are not a party to the contract you have allegedly breached and so all this is just more intimidation by parties that have no finger in the pie.

    Only SABA can instruct a solicitor to chase you. If this is for a Penalty Notice, it times out 6 months after the PN was issued. You just need to wait out these useless debt collector attempts to scare you into paying in the scam. They are obviously succeeding as you appear to be ignoring the advice you are getting.

    I could instruct a firm of solicitors to write to you telling you that you owe me money. Are you going to worry about that if you are aware that I have no contract with you? Anyone can instruct a solicitor to act on their behalf but only the people/companies that you have a contract with can do anything about it.

    Respond to the next one, asking for a 30 day hold and it will then be past the 6 months.
