I have now received a letter from QDR Solicitors, saying they have been instructed by ZZPS to recover the "debt" and that they require me to make the full payment of £170 within 14 days. What are my options now?0

Does the fact that I am now receiving letters from solicitors, rather than ZZPS, mean I should do anything differently or should I just continue to ignore them?0

ZZPS cannot instruct anyone. They cannot claim to be owed any money by anyone.2

ZZPS are powerless debt collectors who can do nothing more than send you poor quality bog-paper. If ZZPS are powerless, then anyone acting for them only have the power to send you even poorer quality bog-paper than ZZPS.
I am told though that this correspondence, once shredded, makes adequate hamster bedding. Do you perchance have a hamster in your household? If so, I suggest you ask then to co-respond with QDR and their lords and masters, ZZPS, and ask them to send you more free bedding material.
Alternatively, if you have a multi-fuel stove, I can state categorically from personal experience that letters from powerless debt collectors and their agents of negative power make reasonable quality fire-lighters when made into paper twists. If you have such a combustor, and you receive enough co-respondence from ZZPS and QDR, it might be worth investing in a paper briquette maker to utilise the free fuel being sent to you. Don't forget to include the envelopes in your mash when you make them.

They say that failure to do so may result in them recommending to the Car Park Operator that the matter be enforced through criminal court proceedings and that, if so, I would have to appear before the Magistrates Court. Is this just a meaningless threat or does it change the situation?0

Do QDR give you 30 days to reply? I'm asking because you are best delaying your response until the last day. As the 'Penalty Notice' was issued for a parking contravention in October, it will 'time out' in April.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
