How do you think they know who the driver is? Why would you pay the scammers if following the advice on this forum directs you how to avoid that.
Have you tried Plan A... a complaint to the landowner? Plan B will be an appeal to the PPC. There is no advice to go to Plan C, an appeal to the IAS. It may come down to Plan D, where a judge will decide whether you owe a debt to the PPC.
Most people who come here for advice, especially at an early stage, are pleasantly surprised when they find that these speculative invoices from unregulated private parking companies are easily defeated.2 -
