Windscreen private PCNs are covered in the NEWBIES thread.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD1 -
Thank you that’s what I’m saying I’ve searched and searched can’t find an answer?0

If you click on the link at the top of this page, then click into the newbies thread the details are in that thread (I know they as I just went and read them in relation to something I wanted to check).

Yep done all that it’s clear as mud🤷♂️ just what do I do ignore or pay it within 14 days0

Why would you pay it when it is easily defeated? Whatever you do, do not identify the driver. If it is railway owned land (not relevant land) then the the registered keeper (RK) cannot be liable, only the driver and CPS have no idea who that is.
Is your car leased or hired? Have you tried Plan A by contacting the landowner or the business you were visiting at the time to complain about the PCN and request that they get it cancelled?
Everything is explained in the Newbies/FAQ thread which cannot be skim read. Take your time and read it carefully.2 -

Where does the advice on this forum say pay?
Please do show us....1 -
What is the address of the car park or location? All it says on the NtD is "Nott's car?". The image you have shown us doesn't show any signage or anything.2
