Didn’t receive Notice to owner /increased fine

Hi , I’ve already posted about a parking fine I’m appealing against . I lost the first appeal and was told a notice to owner letter would be sent as I was driving my husband’s car . We have not seen any sign of this letter but today received a Charge Certificate from the London Borough of Redbridge saying a notice was actually issued on 8 Jan . As a result of not hearing from us , the penalty charge of £80 has been increased with a £40 charge certificate surcharge totaling £120. The letter also threatens additional costs if it goes to county court . I have read on other threads that if it’s a local authority parking ticket , you’ve nothing to lose by continuing to appeal as costs do not go up . What should I do ? I still feel strongly that the original ticket was unfair as the sign was misleading .
