You've misunderstood the role of CRAs.

That simply means they were provided with an erroneous email, not that they were involved.

I'll rephrase....

Someone dodgy signed up to one off the partners for a CRA (posing as me) as if you look at the searches in my CRA you can see the partners have run the search.

How they got enough details to get that email registered is another thing as it required some fairly extensive knowledge.
