Do not ignore a proper Letter of Claim, which will give 30 days to respond, not the Mickey Mouse 7 or 14 day rubbish.

Hartlepool Marina is covered by Port Authority byelaws. Why would you even consider settling when all the advice you've been given so far, tells you that you won't need to pay a penny into this scam? By telling us that you are still considering settling this, you are indicating that you are low-hanging fruit on the gullible tree, ripe for the picking by these easily defeated scammers.
Whether you respond to the LoC from DCB Legal or you don't (makes absolutely no difference to the outcome), you will receive a county court claim which you will have to respond to. However, defending the claim is simple and takes 5 minutes of your time. You will be able to use the template defence and just edit one paragraph where you state that as the keeper, you cannot be liable as the location is under statutory control and the Claimant cannot transfer liability from the driver to the keeper.
As the operator is now relying on the intellectually malnourished services of DCB Legal, you will also be able to use the template defence that includes the CEL v Chan appeal judgment as a preliminary matter to get the claim struck out even before it gets allocated to a court local to you. Fear not, as this is DCB Legal, if I were a betting man, I would put my money on any claim submitted by DCB Legal being discontinued before any hearing.
Operators only use the dregs of the roboclam business when they know they have no chance of winning in court. They rely on the victim being that low-hanging fruit I mentioned earlier and capitulating into paying the scammers.
You said early on that you are fighter. Then fight this easily defeated scam. What's the bet that you are yet another "winner" named in this thread that shows how many discontinuations follow when a robust defence is submitted to the spurious claim:DCB LEGAL RECORD OF PRIVATE PARKING COURT CLAIM DISCONTINUATIONS
