Barclays flexible ISA transfer

Apologies to ask what may be a simple question but I’ve struggled to interpret the guidance so welcome advice. Barclays flexible isa maturing shortly and wish to transfer to a new Barclays product, a new flexible isa offering. If I open this now and request a transfer in, I’m assuming Barclays won’t apply withdrawal penalties ?

Usually there is an option something like1. Wait until ISA matures before starting transfer2. Transfer asap and accept any penalties0

When does your ISA mature ? I'm not sure about internal transfers, but there have been posts on here recently where requests for transferring away externally from Barclays too far in advance of the fixed rate maturing have been rejected.
Check the T&C's of the fixed rate ISA you want to open - if it's a Barclays 1 Year or 18 Month Flexible Cash ISA, then I believe you get 30 days in which to submit a transfer request so if you're less than 30 days from the end of your current ISAs maturity date, then the safest option might be the open the new ISA now, ensure that the existing ISA matures into an easy access ISA and then request the transfer immediately after this happens.0
