Lowell Debt Collectors Harrassment

Hi All,
I'm looking for some advice to what my rights are in regards to a very old debt, almost 15 years old. it was an old mobile phone debt, i advised Orange at the time that i was traveling abroad and they agreed to put a data cap on my policy. When i came home from holiday found i had a £1000 phone bill which was mostly all data roaming charges. Anyway that went back and forth for months, countless hours on the phone, writing letters to Orange who didn't care as they were being sold. Anyway i then find the 'debt' had been passed to Lowell who proceeded to hound me, we're talking multiple letters weekly, multiple calls a day to my landline, mobile and place of work, it seemly didn't matter how much i tried to contest the debt as it had already been sold on and Lowell's sole purpose is to collect money. After getting no where for months i moved abroad to Indonesia for four years, i informed them of this and yet they continued to hound and harass my family members AND i found out from ex colleagues when i returned from Indonesia that for years after they had continued to call my place of work multiple times a day even after being told i did not work there any more. I was mortified! My ex colleagues said it was a running joke in the end but i was horrified that i was being chased by debt collectors at my old business. I cannot believe they are allowed to do this??
Anyway this was all almost fifteen years ago, i have been living back in the UK for almost 8 now and to my surprise i received a letter from Lowell's the other day stating i owe £1000 and that they will continue to chase me! i thought, here we go again. I went straight to the complaints procedure on their website. Of course you could only type about four words for your whole complaint but i tried to make it as specific as possible. I received an email back from the complaints department saying their investigation showed no records or evidence or calling a place of work..... haha, of course it didn't! They said that was that and they were closing my complaint. I replied NO - i do not agree with your findings and you most certainly DID contact my place of work for years and years even after i had left. i said i was prepared to get statements from my old colleagues and managers to confirm it. They replied pretty swiftly to say they had found no evidence of any calls etc but that they would not be contacting me again.
So no I'm confused..... do they mean they are not contacting me again about the complaint or about the debt? if it's about the debt then they must know they are in the wrong as why have they backed off so quickly?
Anyway i suppose my question is - do i just leave it now, if i don't receive anything further from them and assume all clear or considering the amount of stress and harassment they have inflicted over the years is there another avenue i can take to get them in some sort of trouble for breaching rules?? They really have caused me hell, there seems to be no protection for the consumer and only companies are protected. If they say you owe something you have to pay it regardless of whether you actually do owe it or not! Any advice on where to go next would be much appreciated thank you.
