How do I prove the address of a location please?
The driver went into this side entrance by Natwest 9 North St, Rugby CV21 2AH
The NTK refers to it as Rugby Central Shopping Centre 19 Market Hall CV21 2JR. This doesn't seem to be a correct address but CV21 2JR is show here.
Please see pdf image showing the side entrance on North St beside Natwest (green line) where the car went a few feet, turn, waited then left (red line). I've put both images on the pdf showing the post codes on Google. Ofcourse Google could be wrong and it might be inadmissible in court but for certain, that entrance is off North Rd not Market Hall. Perhaps it is refered to as Market Hall but it can't be 19 in between 9 and 4 North road.0 -
Using Land Registry's Map Search there isn't any such address under that title. The closest is
MANAGEMENT SUITE, 19 MARKET MALL, THE CLOCK TOWERS SHOPPING CENTRE, RUGBY CV21 2JR
The NTK says Rugby Central Shopping Centre 19 Market Hall CV21 2JR. How do I prove there's no such place as 19 Market Hall at the Shopping Centre and if there is it's not where the car is photographed?
I've put together screenshots from the Land registry's site showing the closest description to the address on the NtK amongst the addresses listed under the title.0 -

This is the first point of my appeal.1. The NtK does not specify the land on which the car was parked. The No evidence in NTK that the car was parked at the address stated. Protection of Freedoms Act 2012 Schedule 4 Recovery of unpaid parking charges S. 56 Para 8(1) states, “A notice which is to be relied on as a notice to keeper for the purposes of paragraph 6(1)(a) is given in accordance with this paragraph if the following requirements are met.
(2)The notice must— (a)specify the vehicle, the relevant land on which it was parked and the period of parking to which the notice relates;”. The NTK does not comply with this.
The NtK states that the location at which the car was parked is “Rugby Central Shopping Centre 19 Market Hall CV21 2JR”. There is no such address. CV21 2JR is indeed Rugby Central Shopping Centre located at the curved end of North Street to the east, Market Place and Chapel Street to it’s south. See image 1.
However, the driver did not go to that location, the photo provided by PP to support the claim does not show this location either. The photo shows the road between Natwest at 9, North St, CV21 2AH and 10 - 11, North St CV21
See image 2. This end is North St CV21 2AH.
Gregs is 19 Market Place CV21 2JR. At the corner of Market Place and Chapel St. South of North St. There is no “19 Market Hall. See Image 4.
My Second Point.
2. There are no entrance signs to notify a motorist that the road is under parking control or ANPR cameras are in use. No entrance signs is a breach of S.19.2 BPA CoP which provides, “Entrance signs play an important part in establishing a parking contract and deterring trespassers. Therefore, as well as the signs you must have telling drivers about the terms and conditions for parking, you must also have a standard form of entrance sign at the entrance to the parking area. Entrance signs must tell drivers that the car park is managed and that there are terms and conditions they must be aware of. Entrance signs must follow some minimum general principles and be in a standard format”.
Rejection was received evening of 26th of February. With 29 days in February when is the last day to submit my POPLA appeal please?
I'm just waiting for close up photos of the small signs on the gate. I should get them tomorrow. I'm 100 miles form the location.
The photos on the PCN website are not available. It says it's been passed on to their legal department. I should have downloaded them.

Can I challenge the lack of time period on the PCN? The photos they have will have time stamps but I'm wondering about provisions of POPLA.

Is this the most recent version of the BPA Approved Operator Scheme Code of Practice Control and enforcement of parking on private land and unregulated public car parks Version 7 - January 2018? I found a 2015 one but nothing more recent.0
