Water bills up or down?

If I undertood it correctly, the news the other day stated Ofwat said rises should be no more than 21%.  MSE shows Southern Water will be implementing 44%.  Does Ofwat have teeth?

As one of the worst, if not the worst, water company in the country, Southern Water bleats about everything, having underinvested for years.  Only shortly before this news S.W. put up my direct debit, unheralded.  When I complained, I was told they'd sent an e-mail in advance.  Strangely, I'd not received it, yet I had received others from them, notably the one in February admitting a massive data breach involving customers' details.  Somewhere in the intervening months they boasted about how, in twenty years time, they'd have half of all leaks fixed.  Gosh.  Half, in twenty years.  You couldn't make any of this up.

I have no way to reduce my usage any more than I have, no eligibility to other tariffs, so maybe I ought to be grateful, but tied unwillingly to such a company (I've omitted the adjectives that came to mind), all I can do is have a whinge and moan.  Now I have.  Thank you.
