Much the same as it is when the the phone line is down or has been damaged or the power supply to the cabinet has been compromised.

In most cases the back-up capabilities of phone and broadband is limited to the capacity of the power supplies and batteries in the green cabinet - ie about 4 hours unless you are directly connected to the exchange which might have a bit longer but isn't guaranteed.

Last time I can remember a phone line not working was at least five years ago, broadband on the other hand is out around twice a week.

Search, VoIP providers UK for home, and read through the copilot post then have a look at some providers, some sites are written in double Dutch others more straight forward. I recently went "full fibre to house" which is a boon my provider Wildanet peddles Phoneline+ it's £10/month rental including the interface box, it works more or less the same as your landline, but things like voicemail can go to your PC or mobile, as can call divert, it also stores a log of calls, missed calls times etc, with numbers on your PC. The £10.00 includes all UK calls whatever duration and time of day. One point to be aware of is if you have a power cut and your router goes off you lose your phone, if you need to have access to your line you will either need a back up mobile to use or invest in a small UPS (uninterruptable Power Supply) for your router, adapter box and if needed your phone.
