    ... in the end though as QrisB stated in the first reply, if the billing is accurate, they are entitled to use any accumulated credit to cover the previously un-billed amount and this will not trigger the back-billing regulations.

    If you moved house there are really two accounts, or sub accounts. One for the old house running up to and including the moving out reading that you hopefully gave them. I guess that reading triggered the re-billing.

    The other for the new property starting from the opening reading you provided.
