is the TV plugged in to a sky/virgin box, I bought a new LG TV a few years ago and used the set up function on the sky box to select the bit rating and this would default to 10bits. The tv would just constantly flicker and was unwatchable, I changed the bit rating manually to a lower setting and it worked fine, I still get the odd picture flicker but rarely. The Sky box was selecting 10 bit and the tv is 8 bit with a 2 bit upscale, could something like this be the issue with yours.0

There is absolutely nothing connected to it and the pixelation still happens.
