Summing up:
Cost: if you have the same rate across the day - it's cheaper to run during the day - timer has negligible cost but still some - less than 1p.. and also dishwasher generates heat that stays inside the house meaning your heating system will use little less.
Environment: this varies across a day, and electricity at night is not always greener.. but the simplest approach is not to run it between 16-19, other hours are fine.
