I don’t know the answer to your question but can you get someone to help read your meter and check it against the meter serial number to make sure you have the correct one. You could do a simple meter check for leaks by reading it 30 minutes apart when you are sure you are not using any water. We had a small but regular usage which showed up over night when we were not using any water. Our water company could see it on our smart meter but I guess you don’t have a smart meter. Ours resolved on its own after a couple of months. Then at least you know where you are. If you do have a leak you may be able to get a leakage allowance.1
