Just trim off the top few inches. The problem with lavender is that you need to trim it every year otherwise you have a woody bush & unlike other shrubs, if you cut into that , it won't regrow.
it's hard to tell from your photo because (obviously ) you are taking it from an angle but I think you can just cut to the base of the dead flowers. then see if you can cut the whole plant to very roughly that height.
It's the wrong time of year but you could try taking the bottom few leaves off the trimmings (not the flower stalks) and push the cuttings into a pot of soil especially if something is already growing in the pot (even weeds). They might grow......Being polite and pleasant doesn't cost anything!

I agree but I'd always replant the mother plant to the depth of the bottom shoots to get a healthy new plant. That should get you better healthy cuttings as well for the future as well as a healthy plant.

Hhyou are running out of time to do this. August to Jan is the time to propagate. In fact from Christmas on cuttings, layering etc is when cuttings etc make roots.
After that your doomed

Thank you, Katie and twopenny! I am a big MSE and hate waste or throwing away so if there's anything I can do to bring this back to its former glory, I would be up for the challenge!
I guess it is too late to prune now so all I can do is maybe clean it up, replant on top of the new raised bed and come August, prune time, right?

You can prune now - but I wouldn't if you are going to move them. Just tidy any that are rooted and staying where they are.
You may think of sinking some old small bottles hidden (once the plants get going) to get water to the roots when the heatwaves kick in. Saves water and the plant. From the surface it just evapourates.
That's just been added to my boring clearing up list. It never seems important until it's blistering and then you berate yourself for not doing it
You won't notice stragglers once summer is upon us. Just be enjoying your new garden.

I'm also asking friends/family to save wine bottles/fancy water bottles to act as water reserves for my planned herb garden (fill them and stick them in the ground upside down like the fancy terracotta auto-watering things you can buy for houseplants). As plastic/glass you can even paint/colour them (externally) to make them a decorative addition.I'm not an early bird or a night owl; I’m some form of permanently exhausted pigeon.4
